Legal and administrative change: the Napoleonic codes; the prefects, police and control
Napoleon rewrote France's laws into a single clear system and placed government officials called prefects in every region. Together, these changes gave him tight control over the whole country.
Real World
The Code Napoléon (1804) still forms the basis of legal systems in Louisiana, Quebec, and across much of continental Europe today — when you sign a property contract in France, you are working within a framework Napoleon created.
Exam Focus
For 'explain' questions, link the prefect system directly to Napoleon's personal control — examiners reward cause-and-effect chains, not description.
