Peter deliberately copied ideas, technology, and customs from Western Europe to modernise Russia. His 1697–98 tour of Europe, called the Great Embassy, shaped many of these ambitions.

Peter's 1697–98 Great Embassy worked like a modern government trade delegation: he visited Dutch shipyards at Zaandam and English naval dockyards at Deptford, personally learning shipbuilding before importing those skills back to Russia.
