Pure public goods are non-rival and non-excludable
A pure public good has two key features. One person using it does not reduce how much others can use it, and nobody can be stopped from benefiting from it.
Real World
The UK's nuclear deterrent is a textbook pure public good — every UK resident benefits from the national security it provides simultaneously, and no individual can be excluded from that protection regardless of whether they pay tax.
Exam Focus
Always define both properties (non-rival AND non-excludable) explicitly — giving only one will not earn the full definition mark.
